Just looking at the picture i see a handful of real ships and a few dozen local fishing boat-sized craft.

Not saying there isn’t a bunch of idled large craft, but that picture sure doesn’t prove it. That’s a lot fewer real ships than you see in the waiting zone outsie the Panama Canal on a busy day.
