Completely wrong. The only circumstances under which cooked pasta should be oiled is if it is sitting for a while before going in a baked dish.
Lots of people recommend oiling pasta either during or after cooking but I have never seen it recommended by any reputable Italian chef. The idea is to cook the sauce so that it can be added to the cooked pasta immediately.
Oiling the pasta prevents the sauce properly adhering.
Restaurant service distorts the presentation of pasta dishes, but when feeding a group of people it is customary that the sauce is added to the cooked pasta and mixed through before serving.
