What glue or cement can I use to secure the heel pad to the insole of my cheapish-but-name-brand cowboy boots? (Note that I’m NOT talking about the heel cap that strikes the ground.) The boots aren’t very old, but the factory glue doesn’t keep the pads from sliding around under my heels. I assume it must be removable for possible future repair.
If you mean, the inside of the boot that the heel of your foot is on? Shoe Goo ought to do it; you can find it at Walgreens or Target, lots of places. Might negate the possible removability, though…
Yes, the part inside that the back end (heel) of my foot rests on. I fear that Shoe Goo is meant for permanent external repairs and may not be suitable, but I’ll check on it.

I use Vyco tape.
I use $2 contact glue from the cheap shops.
You can also use superglue, but it might eat into some types of foam.
Don’t use Tarzan grip , it creates a solid volume which would feel lumpy.
