Japan is even more strict. That limit is 0.03%, but they also have a “minutely influenced” clause that if you cause an accident and your BAC isn’t 0.00%, you can be charged for driving under the influence.
All passengers in the car can be charged with allowing an impaired driver if they knew or should have known that the person had been drinking. Period.
