Grand CTA Stop et al (a Chgo ?)

For those living in Chicago who might know.

About a year ago the reopened the Grand stop on the blue line. Why did it close? Also why is the Chicago stop just north of it not open on weekends? Why does it close early like 9pm?

Seems funny as the Chicago Ave bus runs 24 hours whereas the last eastbound bus on Grand is 7pm and the last westbound is 7pm but the Grand stop is open 24 hours
