If we sent a spy plane halfway across Lake Superior, and the Canadians sent fighters to intercept it, would either country be able to claim they were flying over international waters?

There are no international waters in Lake Superior. The boundary line separating US from Canada has been established by mututal agreement. You are either in US territory or Canada territory.
