has Cuban sugar industry become competitive now?

so let’s say back in early 90s the sugar industry there seems to have lacked the flexibility to quickly adjust to higher fuel prices. But, two decades have passed. Given the general poverty, wages are now probably comparable to those in Brazilian north-east (a big sugar exporting region). They had ample time to import whatever appropriate techniques and technologies to run things just as well as Brazilians do (after all, Brazilians also use fuel and buy it at the same prices). So, are the Cubans now competitive on the sugar marketplace? Or are there still some problems unique to Cuban sugar agriculture not found in Brazil and other tropical sugar producers?
