For adults, yes. But shorts, even slightly smarter ones than just beach shorts, are quite usual for small children, at least in the summer.

I understood his OP just fine. He was simply wondering if an old-fashioned form of shorts was coming back into fashion. He said he hadn’t seen them until recently, and that he missed them. So he’s happy they are back.

They’re just not that uncommon, in England, at least. They’re quite practical and comfortable and look fine dressed down a bit with t-shirts or polo shirts as well as worn with shirts.
