Seems to me that the simplest approach to vehicle lighting would be a 6~8" set-back for the lights, with an “anodized”-like or yellowish surface on the lower part of the reflector. That would put the light out in front of the driver where it is needed but not as much in the eyes of oncoming drivers. Properly designed set-back headlights might eliminate the need for dimming (your headlights would effectively be high-beams for your purposes but low-beams to other drivers). There is no need to spray light a few feet in front of the car where anything it reveals is already something you are going to hit.
