Help me find a quote

I’m trying to find the exact quote, and the speaker, for something my father has quoted to me more than once. I’m fairly certain it’s from about 1973, dealing with the Oil Crisis, and it may have been a US president who said it, but I’m really not sure about that.

The quote itself is something along the lines of “There’s no oil (or gas?) at XX$ per gallon (or per barrel?), but there’s LOTS of oil (gas?) at XXX$ per gallon (barrel)”

I just don’t remember it clearly enough to have had any luck with Google. I’m sure someone here must know it!
