One wears shoes or pumps with no tights or the little socky-liner things cited above. And then buy bandaids for the inevitable blisters.

When I was in a more conservative work environment I wore a lot of trouser socks. I’m not sure how rigidly this term is defined, but I’m thinking of things like these (I haven’t worn this particular brand, but they look like what I mean) that are like knee-high stockings but thicker/sturdier. You can also get away with wearing these with a long skirt.

This summer I bought some thigh-high stockings to wear with a just-above-the-knee skirt I ordinarily would have worn with pantyhose, and that worked fine. The ones I have shift around a little during the day, which I don’t like, but they never slipped below the knee. As mentioned upthread, they do give you the look of pantyhose without the inconvenience of having to mess with them every time you go to the bathroom.

Yes! I always carry a packet of sturdy big skin colored band aids in my purse, starting bare leg season. And they’ve been a life saver whenever I or someone else had a blister on heel or toe.
