Except for not being a graphic novel this sounds like Power Factor, the first issue of which my brother and I got in a Comix grab bag thirty years ago. You can read a synopsis of the issue here.
Just to add to this, “Power Factor” was published by Wonder Color, some of whose titles were later picked up by Pied Piper Comics. The latter’s offerings included “The Beast Warriors of Shaolin.” One issue’s cover had “a guy with a tiger head and a karate outfit.”
THIS IS IT! I’m pretty sure there was a graphic novel of it (maybe it was just a collection?), but this is 100% certainly what I’m looking for.

Wow. That is seriously obscure, and I take my hat off to Exeter5 for finding it. One issue published by a very short-lived publishing house, followed by a second issue from a different publisher that then folded too.
