A friend asked for help on I.D.-ing this quote. She said it was in a legal movie but it may have been quoting a famous jurist.
The jist of the quote is “the law is the shadow of justice.”

Hmm…could be Silverado maybe…? Not sure, but that was the first thing to pop into my head after I read that. I wouldn’t classify that as a leagal movie though, so I guess that is not it.
The movie might have been “Criminal Law”, during the scene with Gary Oldman and his mentor. Something about the law being the shadow of justice, connected at the base.
