My school and workplace are both “scent-free environments” because various people have various sensitivities to chemicals. Some people still ignore the polite requests but I don’t think anyone is upset about being asked to not induce migranes in others.
The woman at the office was particularly cute about it: she’s a lesbian, and she wrote an e-mail titled “I’m coming out …” - the message said, “… as having a sensitivity to fragrances. Please respect that.”
