What I get from the person who uttered it is that it means that *la espuma *(seafoam) is temporary and changeable, and so you should be like *el mar *(the ocean), vast, accepting…

The basic wisdom behind the saying comest closest to “live life to the fullest”, which while not as poetic is what its trying to convey. And the way i’ve heard that phrase said before is “la vida es como la espuma, por eso hay que darse como el mar en cada ola”.
