Help with Movie from early 80's

I have been trying to remember a movie title from early to mid eighties for quite some time now.

So calling on you Dopers to help.

I remember one scene,

A unpopular kid is running for student body president, against Mr. Popular.
During his campaign speech he makes the claim… " I’m not the most popular guy here… but neither are most of you" And the big finish to his speech, is when he sets off a large tumbbling Domino display.
OK… so what movie was this??

I’m just thrilled to know I’m not the only person on the planet who’s seen it. Nobody i know in my age cohort seems to remember it, but I remember it running incessantly on HBO when it first came to our Podunk town.
