Help with the IRS website?

I know I haven’t been around lately. My computer died on me so until I can get the money together for a new one, which hinges on my problem by the way, my internet time has been slim.
OK. For reasons I’d rather not get into, other than the new computer, I need to find the instructions to fill out the 2001 1040EZ forms. Usually, I can do my taxes with my eyes closed. However, 2001 requires the book to find the rate reduction credit. (whatever that is, but I do realize it will reduce my tax amount. must be a Bush tax cut.)

Anyway, the IRS website is giving me the run around. I can’t seem to find it. It either spits me out at the 2002 instructions or I come up with a page not found using the search engine.

Does anybody here know how to find it? Please?
