Captain Janeway of* Voyager*. She killed the character Tuvix who was created by the merger of Neelix and Tuvok in a transporter accident by having him separated into his components.
Arguably B’Elanna Torres in Voyager when she breaks the robot she’s just created for a race of robots who need her skills to make more of themselves. Arguable because it’s uncertain if they qualify as people; and even more arguable if that particular robot was.
Captain Picard ( although it was in one of the movies ) killed a Starfleet officer who’d been infected by the Borg rather than letting the assimilation process finish.

I’m pretty sure you have to discount Janeway. As Grumman pointed out above, the OP specifies heroic characters, and Voyager only makes sense if you assume that Kate was a deep cover Cardassian operative.

I think that was justifable. Certainly there was no malice; he wasn’t doing it to punish the Borg but to save the officer from a horrible fate.

There was an episode of Star Trek TNG where Data had been captured by a collector. It was pointed out several times that Data was programmed not to kill, but at the end of the episode it was revealed that he had fired his phaser, which had been set to kill.
Even worse, that collector was clearly just a future Warehouse 13 agent, trying to keep things out of the wrong hands!

On an old issue of Hill Street Blues, a thug was out after Furillo’s wife. Two officers, Neal and his assholish white partner, followed the guy around all day, breaking up a couple of deals and forcing him into cold turkey conditions. He finally ran amok and they blew him away. I would say that counts.
Not to mention the fact that he was entirely uninterested in watching the wondrous Willow make out with her girlfriend. Of course, given that said girlfriend was an irritating skank whom Rosenberg became involved with only on the rebound and who was not worthy to lick the dirt off Tara’s spats, his uninterest may be forgiven.

We see him kill at least two people on screen. One was going to be killed anyway, but the other was threatening to kill Fiona.

Oh, I have nothing against Ms. Limon; I didn’t even know her name till you posted it. I would even say that she was cuter than Amber Benson. But I was speaking of the characters, not the actresses; I liked Tara and despised she-who-shall-not-be-named.
However, his appearance in ANGEL with his lady entourage suggests that Andrew may have expanded his range a tad.
