Sadly this sort of thing works. They wouldn’t do it if it didn’t. It’s been awhile since I had my advertising classes in school (so no cites) but I recall there being numerous studies and it just works (also more red boxes sell than blue boxes with the same product among other trivia).
Yes, we all know intellectually that $9.99 for all intents and purposes is $10.00 as a practical matter and (tax aside) none of us probably wants that penny change and would rather plop a tenner down and be done. But despite this the populace will gravitate to the $9.99 product in measurably greater numbers (everything else being equal).
Hillary is spinning to this for precisely that reason. We all know it but what do we see in the MSM? Looks like it works here too.

Actually, the people who it’s really supposed to impress, don’t seem to be so impressed by it.
So what does it matter how the MSM spins her PA win? The spin hasn’t provided her any noticeable gains anywhere, and it won’t win her the nomination. She’s grasping at straws, but the liquid’s draining fast from the cup.
