Historical fiction about the Congress of Vienna?

I just read a passing reference to the 1815 Congress of Vienna in Thackeray’s Vanity Fair, and from my hazy recollections of high-school world history, it seems like a great setting for a historical fiction novel. Has anyone ever written such a novel? And if so, is it any good?

There is a great historical murder mystery book called “Vienna Waltz” by Teresa Grant that takes place during the Vienna Congress.

The closest I can come up with is Royal Flash!, which involves the Congress of Berlin and occurs 60 years later. Great book, but not quite what you were looking for.

There might be something mentioned here, buried among all the Napoleonic era military series…
