Unclear what the next step will be from leadership. They are going to be hurting really soon from a calendaring perspective. They still have spending and debt ceiling (September), and they want to do a 2018 reconciliation bill on tax reform.
It’s problematic to keep this ball rolling. I’m not saying they won’t do it, but it’s seriously in the way at this point.
Is it true that this is was basically their last chance at reconcilliation on health care? Kamala Harris said on Facebook the other day that the bill would be dead if not passed by August 14. I assume she meant it can be filibustered after that date.
Not filibustered, at least if I understand what you’re asking. It’s just that a reconciliation bill has an expiration. It’s not exactly a time limit, but you can’t do certain other things while you have a reconciliation bill hanging around. The big thing is that they have to do a budget. As I understand it, they cannot do a budget resolution and keep the current reconciliation bill. As soon as the Senate does a budget resolution, the reconciliation instructions self-destruct. This means that in order for them to use reconciliation, which is the tool they are trying to use to make it so they don’t face the filibuster, they would have to put a second reconciliation bill in place on healthcare. But they already said they wanted the second reconciliation to be on tax reform. Of course, they wanted to have some pretty hefty tax cuts in this first bill to help out the tax reform, so if the first bill fails, who knows exactly what they can do on reform anyway, but it’s definitely bad for their plan.

I’m not quite ready to call this the last nail in the coffin of TrumpCare. Would not surprise me to see Republicans rally with something Mitch pulls out of his ass for a gasping last minute win.
This is an epic Republican failure. For eight solid years they have used opposition to the ACA for political gain and have lied relentlessly about it. They assumed that everybody hated it. Not once in these eight years did they give a moment’s thought what to replace it with. Now with both houses of Congress in Republican hands and the White House controlled by the Kremlin, they were sure this was it. But they still didn’t have a clue what they were doing. The House passes a bill and everybody parties down. Dumb Donald wasn’t even aware that it had to pass the Senate. So the Senate shitcans it and meets in secrecy, with no input from anyone in the industry. Contrast that with the months of open hearings and industry feedback that went into the ACA. Not surprisingly, the Senate came up with a terrible bill. Instead of bringing in Democrats and having hearings and testimony, they put a thin coat of polish on the turd and again went down in flames. This is proof that Republicans are utterly incapable of governing. Want to obstruct? That’s your party. Want to steer the ship of state into a reef? Have a Republican president. Want to do something smart in terms of policy to benefit the nation? Sorry, they don’t do that. Tax cuts for the rich is the only song in their hymnal.
I think BCRA is dead. That’s good. The cuts to Medicaid were unconscionable.
If they can get the MTP votes, that will be to AHCA, with the stated intention of amending it in the nature of a substitute on the floor or after the floor votes with the text of the 2015 repeal bill.
The smart thing would be to simply pass something exactly like the existing law, only with all the That Black Guy serial numbers filed off and replaced with peans to the Glorious Orange One. Their base would totally buy it.

What came out of his rear end was the brilliant idea that if Republicans are too stupid and partisan to craft a health care bill that makes any sense even to them, then why not just repeal and have nothing at all? Which is effectively more or less the same as the crap they were trying to pass. As long as the poor don’t get health care, that’s the main objective. It’s really an astounding display of where their priorities are.
This is Mitch’s way of making sure Democrats come to the table to negotiate changes to the ACA in order to help the GOP craft ACA 2.0.
