how big a budget item is clothing for poor urban people in Latin America or Asia?

I don’t mean the subsistence farmers here, I mean city people like us, just low wage ones. Ones whose monthly salary is in the low triple digits.

So how big an issue is it for them to buy shirts, pants and similar? How expensive is it repairing the clothes after they tear, if such people do repair it? Or is it normal for them to know how to sew things up and hence every family does it themselves? If this is a significant part of the monthly budget, do these societies have any clever technical or usage adaptations that would help reduce costs?
