A site where I can check how many hits each blog has had recently. The site would show the most popular blogs in order for some relevant time periods, and you’d be able to enter the name of a specific blog to see how it’s doing.

Alexa rankings may point you in the right direction, but otherwise AFAIK, you’ll need access to the particular blog’s hit counter which may be supplied by the host or 3rd party software. In those cases, unless the site owner’s made it public, you’ll never get it.
