How can we still talk to the Voyager spacecraft?

How is it that after traveling 7 billion miles from earth, that we can still send signals to and recieve signals from Voyager I? According to the bottom of this page, it takes light 22 hours to make a round trip. Besides generating the power here on earth to create the home signal, how can this little spacecraft send a signal with enough strength to make it 11 hours back?

It’s not that the Voyagers’ transmitters are particularly powerful, it’s that the receivers back here are fantastically sensitive:

I was watching a program about SETI, and it seems that they were all in a dither once (“We found it! A transmission from outside of the solar system!”)…until they learned the signal they had detected was from Voyager.
