So let’s say that I’m tired of shooting those wimpy .50 cal rifles, and decide I need a Lahti 20mm rifle/cannon just in case I run across Hogzilla. And a M203 grenade launcher. And mebbe’ a coupla RPGs. Let’s say I have a completely clean background, and money is no object. If I was willing and able to do what it took to get the required license/ certification/ permits, how could I own military-grade weaponry?
I believe you’d need to start first with getting a Class III weapons license.

The Lahti would be fairly simple. Class 3 registration and fees.
Explosives really complicate things.
Reams and reams of paperwork.
Most states have similar guidelines and policies.
ETA: The simpler solution would be to buy some property in a less restrictive country and enjoy your weekends there.
Note also that the 203 counts as a destructive devices as well as each round of ammunition. Good thing money is no object as the tax stamp is $200 per.

Personally, I’d think it rather odd for a person to try to become a dealer or manufacturer of NFA weapons if they had neither owned one, nor been a regular FFL holder.
You don’t get a license just to own NFA weapons, you apply for permission for each one you buy.
The best thing to do, at least for your first one, is to find a local dealer who will order whatever you want for you, and help you with the paperwork if necessary.
