One of my grandfathers was exempted because he was one of only a handful of welders in the country who could work on live pipelines. He tried several times to enlist and was always rejected.
However, most of the JSA did join the military during WWII.
The one exception was the Spectre. I mean being dead is a pretty good excuse to avoid military service.
In current continuity, Batman is about my age (a truly depressing thought; before longer I’ll be OLDER THAN BATMAN); so he’d have been too young.
In the Bronze Age, I’m sure he could have found a way to wiggle out of t had he been so inclined, what with being a billionaire and all. (Okay, he was just a millionare back then, but a $450 M fortune in 1980 was a lot more than it is today.)
