I believe the way it is intended to work is that you would already be logged in to Google on your tablet and any other such device. Also, two-factor authentication would also send a notification to your tablet as well, if you needed it to log in for any other reason. So as long as you could unlock your tablet, you could use it to find the other device that is also logged in to Google.
If your phone is currently lost, I hope you are already logged in on your tablet and have it set up as a 2-factor device. That is a bit more complicated on an Amazon tablet, as you have to install the Google stuff manually. (And I have no experience with how it works on iPad.)
A possible work-around, if you have Chrome installed and signed in on a desktop/laptop computer already as a trusted source, you may be able to go with an additional verification depending on how you’ve set up your account (this is one of the reasons I don’t care for 2-factor authentication but that’s a different thread).

From said already authorized browser, and it will go over the authentication methods you’ve set up as well as having a find a lost device option!

If you copy the secret authentication token to another device (your tablet), you should able to generate the correct response from that device.
2 factor authorization is not the issue
I’m signed in on my fire tablet. But it wants me verify who I am by using the code it texted to my phone. I’ve tried all the obvious workarounds but it just sends me in circles
