you are right. bombing cdc facilities is a poor method to try to get the bugs out. a better way is to use strong arm robbery. the security system is less secured than banks, so if people can rob banks, I am sure robbing cdc is easy.
i have not checked cdc security for 5 years at least, so i can be outdated. when i say checked, i am not saying i am pro or anything. i guess a better word would be glanced at cdc security. 
bugs are kept in very cold freezers.
i would not call these storage facilities safe. more like rooms.
you can probably get similar type of bugs from research institutions instead. those are a lot easier as they basically just have a lock to pick and you are free.
