It was an interesting thought experiment, but this is where you lost me. How do you figure we’re “almost there”? I don’t know of any elections for public office in this country that either charge voters or (knowingly) allow a voter to vote more than once.
Has my question been answered? 
All you have to do is make sure every single election and ballot initiative in your state affects absolutely no one else on earth, financially or otherwise, except for the citizens of your state. Easy Peasy.
