I got some as a gift recently and don’t know how to get the smell to come from it.
Are you suppose to add water or just place it in a bowl?

Normally just put it in a bowl. If it doesen’t have a smell, it’s probably either very weak, old or possibly non scented. I’d imagine that you could go to a store that sells that kind of stuff and buy some oil to “recharge” it.
There is a type of potpouri that needs to be heated. I prefer it to the ‘always on’ type. Put a pot of water on the stove, sprikle some on top and set simmer for a while. Or maybe that’s how to make spiced cider. Either way, it is an enjoyable experience. Just be sure what you’re drinking!
and I thought you were asking how to remove the smell. 
It might be just decorative.
