i don’t think that’s much of a fanwank, the books pretty clearly spell out that fudge is in denial about voldemort’s return and, like you said, he simply doesn’t want to believe harry’s story.
and unless i’m being whooshed, the pensieve had in fact been introduced by the end of goblet of fire, when voldemort’s return occurs. harry himself takes a dive into dumbledore’s memories and witnesses the trials of bellatrix lestrange, igor karkaroff, and barty crouch junior, among others, earlier in the book.
Actually, that’s not a contradiction; according to kiddie Snape, before you get a wand and start training, the ministry accepts you have no control over your magic; they only follow incidents up after you start training. As the zoo incident was before Harry even knew he was a wizard, they wouldn’t be sending him a letter.
