You may want to read the T&C report which mentions the history of burial policies and practices, and which is highly suggestive there were not significant burials at these schools in recent decades.
I would agree–I would also say that only after such investigations fines living perpetrators and clear evidence of crimes, should we start arresting people.
FWIW we are seeing news articles about these cemeteries because there is an ongoing investigation. In fact many of the details of this stuff have been in official published reports by the Canadian government for a number of years, including that thousands of Native children died in the schools and were buried there. The whole reason they started looking around the sites of closed schools with ground penetrating radar is in fact because of all the data out there suggesting lots of children were buried at these schools and the Canadian government’s report that there was no national policy on burials, and that in most places the schools operated there were no local policies for much of the school’s history. It was known from archived communications that no arrangements had been made for care and upkeep of the cemeteries (there are archived letters of school heads writing to the government to see if a graveyard could be maintained after the school had been closed–in the example cited in the Canadian report the school head’s own family was buried on the graveyard which is probably why it was important to him.)
