When you see a police car hiding at the side of the road, what is there usual plan? Are they trying to get one fast speeder and waiting 10-20 minutes for him, or just some random guy that’s going >10 mph over the speed limit, so they wait a minute or two?
One datapoint: I got my first ticket in years last summer. I was going well over >10 mph, but the guy wrote it up for lower than I was going. Said something like, “If it makes you feel any better, I’m going to go right back there and catch someone else within a minute or two.” It didn’t.
(Of course, this road saw a tad more traffic than where Barney parked his motorsickle.)
I know quite a few cops. If they’re on traffic detail, they tend to move around a bit and not stay put in the same vicinity for all that long. But they’re often working an eight-hour shift and, depending upon the size of their jurisdiction, might find themselves back in the same place before too long. In my experience, most would rather wait a bit to get a 'way-over speeder than to pounce more frequently on people just going a little bit over the limit.

Considering how often I see them camped out during my commute, I’d say both. Luckily, I have a radar detector, and although I’ve still gotten tickets with it, I “see” 99.9% of the cops before they see me.
I’d have to say the same in my experience. It’s quite common for me to pass state troopers (stopped) at 10 over, and they don’t even flinch. Of course, 10 over is about average flow in lots of spots.
