I’m a little surprised about Honolulu being #54 on that list in the link. When I lived there, people liked to bandy about the “fact” that it was the 11th-largest American city. They must have been confusing the city population with that of Honolulu County, which covers the entire island of Oahu.
The Census Bureau treats Hawaii differently because it has no local government below the county level. The “city” of Honolulu on that list is just an arbitrarily-defined urban area. The state defines Honolulu County as a single city (none of the other counties are cities).
