Because I’m curious. She seems older than Kim, yet they banter like age cohorts.

Hmmm… first time I’ve seen this toon. That Kim Possible gal’s gonna put someone’s eye out of she’s not careful.

I must admit I knew from the thread title what it was about. It’s a funny show.
Dr. Drakken is seen, from a recent episode, to have been a classmate of Kim’s dad.
I don’t think Shego’s age is ever given. She looks and seems to be mid 20’s. And she’s voiced by MAD TV’s Nicole Sullivan who is 33. In most cases the characters are voiced by actors of similar age.
So that would make Señor Senior, Sr. about 83, Ricardo Montalban’s age. 
I’ve seen a few more episodes and I think you’re right about Shego’s age. It seems to fit the way she calls K.P. “Kimmy” and “Pumpkin”. Just the other day they showed the one where Shego pops some kid’s beach ball at the beach. That kills me.
