Occasional staff audits are easily achieved whenever a visitor from the home office is around. Maybe having this person nominated for a perfect attendance award and requesting his picture for the company newsletter. Maybe even request a group staff pic of everyone at the hotel.

Something like this happened at one of my previous employers. Guy had his stepson on the payroll with bio dads address. Amazingly he never showed up for his shifts.

Install retinal scanners. Set it up so each employee must be scanned at the beginning and end of each shift worked.
Of course, the cost might be more than the original payroll ghosts.
