I’ve tried Norton, Panda and McAfee and none of these have any tools to remove this effing virus. I’ve googled.
Any doper have any idea how to get rid of this %¤%¤#(% thing?

Did you turn off System Restore before you ran the anti-virus scanner? Anti-virus programs cannot remove viruses from the system restore folder, so you have to turn it off to delete all restore points. This only applies to WinXP and WinMe.
If that doesn’t work, it appears that the W32.Sndc.A virus is the same as the Win32.Krepper virus (different companies use different names). Here is a removal tool for variants A-Q. I would suggest running it in Safe Mode.
