Perhaps in your neck of the woods. I worked in the trade for 40+ years and wouldn’t allow it, nor did I see it done very often. I usually ran into it when troubleshooting circuits and would find dried out bits of tape that just fell off of a wirenut when it was touched, or a gooey glob where it had been used. But it really comes down to how you ply your trade. I don’t call it ‘wrong’, I just don’t like the practice. Same for those who see nothing wrong with just stuffing wires into a panel or j-box. Sure, it’s allowed; but I don’t have to do it or like it. So I’ll leave it, thanks.
