You are ignoring the fact that anti-semitism was rife throughout Europe and Russia and to a lesser extent the US and the Protocols just added to that mix until the question of whether or not it was real or a forgery was moot, to many people it was real and accurate.

And it’s not like Hitler cared whether or not it was true, all he cared about was that it said Jews were evil and bad and that fit in with his views and what he wanted Germany to feel about Jews.
