No one-size-fits-all plans here. There are a few options on the table.
Just like 49/51 whoever gets the most votes gets all of the EVs
ME/NE Overall winner gets 2 EVs, the rest distributed by congressional district
A variation, a candidate needs to get a majority of the votes to get both EVs. If no one gets more than 50% the top two vote-getters split them.
True proportional using something like the Hamilton or Jefferson apportion method.
Single Transferable Vote
And some ideas that would really be different.
Apportioned by district but not Congressional district. Instead there are equal population districts that are either urban or rural.
Selected by state officials (Legislature or Governor).
Selected by independent non-partisan committee.
Selected by random from all Constitutionally-eligible voters.
Each US Senator and each Representative selects one Elector.
