Would it make sense for me to buy and use a hummingbird feeder in the Sacramento area of northern California? Are there hummingbirds to attract around here?
Yeah, sure. My Sacramento SIL and BIL have one, and they get hummingbirds.

I don’t know about the central valley, but there are plenty of hummingbirds in San Francisco. I was in the city over the New Year period, and there were dozens of hummingbirds in Golden Gate Park, each seeming to have its own little territory staked out.

There are year-round Annas Hummingbirds in the valley/delta.
Spring, summer, & fall there are Rufus Sided and Calliopes as well.

As far as I know, Sacramento should be fine for hummingbirds. Rufous Hummingbirds breed as far north as southern Alaska. As has been mentioned, it is also within the range of Anna’s and Calliope, and I would think you might get Black-chinned there as well.
I live in Knappa Oregon. Close to the mouth of the Columbia River, near Astoria. NW corner. And I have hummingbirds most of the year. Most are Rufus. They show up late February. There were 16 or so out on my feeder yesterday. Some are migrating, some are resident. I think the residents go inland to the Willamette Valley vineyards for the winter. But I have seen them on any sunny day. So maybe they are around all year and just don’t show.
My aunt lives in the Sacramento area (Cameron Park) and she’s had a hummingbird feeder right outside their kitchen window for as long as I can remember. I’ve seen more hummingbirds while visiting her than anywhere else, I think.
So: Yes.
When I lived in Vacaville, CA (west of Sacramento) I saw a hummingbird fluttering in the bushes outside my balcony.
I live in Sacramento and yes we have a hummingbird feeder and humming birds do use it.
