I’ve seen it in ATMB. It is usually done by the same banned poster when he tries to get a sock. He is always banned under the new name rather quickly.

When my various Everquest friends from Japan use it, it signifies confusion, or embarassment, or sometimes a double take, shocked surpise, or near horror. Examples: "My brother’s girlfriend is pregnant. o_O " “I didn’t realize I was upsetting her. o_O” “I flunked my test today. o_O My mother’s going to kill me.” “You did WHAT with that jerk? o_O” It’s meant to be a semi deadpan google eyed expression for many of those examples. That is how I’ve usually seen it used, most recently from someone in Anarchy Online who said they were from Norway. I’ve rarely seen it used to mean a raised eyebrow. I don’t use that particular text emoticon here, but I’ve used it to sympathize or quickly convey shock or horror in more than one MMORPG game when talking with friends. One I WILL NOT use is >.< though. (Frustration or embarassament, the brackets are squinched eyes, the period is a nose.)
