Might want to rephrase that - if it can only get better, that means it’s already at the low point - aka the worst.
Not necessarily, she means “we’ve made massive strides for women’s rights, but things are not perfect. However, given the current trends of conditions for women getting better and better, I do not find it likely that women’s right will get worse and regress to their previous state.” In this case “can only get better” is referring to the fact that society is in such a position that it will not LET it get worse – not that it’s at a nadir.
Granted it’s a figurative rather than literal meaning of “can.”
