It has nothing to do with literacy. It’s a question from a litnecy test, and I think it very successfully distinguishes between inner and outer levels of litnecy.

Plus, there’s no such thing as the U.S. Immigration Department. There’s the (bureau of) Citizenship and Immigration Services (formerly the Immigration and Naturalization Service), which is a part of the U.S. Department of Homeland Security.
