What would a civil administration entail? Things like, pay your taxes to Israel now? Contact Israel to repair the war damage? Switch from working for Gazan industries to Israeli? Depend on Israeli law enforcement, which already targets them?

Israel’s not annexing Gaza. That’s a delusional fantasy.
Gaza is absolutely going to get occupied. I’m pretty sure I have said that’s the only way this war ends as far back as 2023. But Israel isn’t going to keep Gaza.
It’s going to get occupied, and all the people are going to be forced into a few small crowded places. They are going to be concentrated in them, one might say.

Concentrating the enemy civilian population in camps never goes wrong, just ask the Boers.
Israel could have been occupying Gaza from the start. When they captured a hospital with some Hamas stuff in a tunnel, they could have filled the tunnel with concrete, and occupied the hospital to keep soldiers from coming back, while maintaining the operations of the hospital and allowing sick and injured people, and the medical staff based there, to continue using the place as a hospital.
Instead, they bombed the building and left the patients to die. And also let Hamas return.
There are an awful lot of examples like that.
