I seem to recall that Congress has the Spending Clause and can therefore put any limit they want on the money they wish to dish out. This has nothing at all to do with the president being CIC. Congress can do this on everything – like giving money to states for their highways only if the states change their speed limits. The president, in his turn, has the power to veto a bill if he doesn’t like the riders that Congress attached. Both sides were within their rights.
I’m not sure why Congress decided to pass something they knew would absolutely be vetoed. Maybe they were counting on the president being so desperate for the emergency money that they thought he might pass it with reservations (slim chance even so). I think it has more to do with drawing lines in the sand and sending a clear message to the public that they are responding to the discontent that gave us a Democrat controlled Congress in November. Also, possibly, they want to save soldiers’ lives…maybe?

You really are an idiot. The Constitution deliberately divides authority on war-making powers between Congress and the Executive. The President’s role as CiC does not give him unlimited authority over the direction of a war or over the Armed Forces.

Bolding mine. Fucking George W. Bush has been consistently ignoring the fucking law since the day he took office. He obviously thinks his idiotic signing statements put him above the law; he could have easily stuck one of them onto the bill under discussion instead of vetoing it. Had he done so, he would have had his funding and would ignore the other requirements. He chose to veto the bill anyway. And, while I’m at it, the next time I hear a Republican say that politicians have no business questioning our military leaders, I’m going to ask why it was okay for the Republicans to ignore our military leaders when going into this idiotic war in the first place.
