Look at it this way, for just a sec: would it have been unconstitutional for Congress to have done nothing? But that would have had the same effect, even more so.
Clearly, Clothahump is angling to be Gee Dubya’s next selection when an opening appears on the Supreme Court. Given Bush’s track record of selecting people based not on excellence or even competance, but on boot-licking loyalty to all things Bush, I think Clothahump really has a chance.
It’s laughable that Bush would suddenly pretend to care about either the Constitution or the Separation of Powers but be that as it may, the Constitutional objection is a total horseshit smokescreen. The Constitution gives Congress the power to decide when we will or will not go to war as well as control of the purse strings.

Maybe they think that funding the war for now (because they think pulling out suddenly would do more harm than good) but with a definite timetable for withdrawal would be prudent policy and in accordance with the will of the American people?
