As the bullies increase the sophistication of their techniques, the other kids and the adults will also increase the sophistication of their understanding of these techniques.
When your 11 year old comes home with stories of how some kid tried to do an end-run around the anti-bullying policies, that’s pretty great. When he comes home the next day and tells you how the bully got caught and punished anyway, that’s even better.

My kids’ school has an anti-bullying program with assemblies and all kinds of stuff but the reality is that my kid is still getting bullied and there is little they can do about it (which is the same thing I have heard from other moms).
So, here I am telling her to stand up for herself but the administration says that’s not the way to handle it. She should tell the teacher. Yeah, that’s a great way to fit in better. Be a tattle-tale. Poor kid!
The school can’t do anything as long as the culture remains that a person that tells the teacher is worse than a person who shames or hurts others for fun. That’s what the assemblies and posters and such are designed to do: to shift that culture.

While I’m not against anti-bullying programs, I think there’s too much hysteria over it. Some teasing or bullying toughens a kid up and teaches them that not everything in life is going to go their way. Plus the kid gets the satisfaction of seeing his/her bully grow up to be less successful than they are.
