Might it be that the station wanted to know if anybody was watching?
The studio or transmission station is full of videoplayback machines & screens. Not too hard to imagine a bored worker bringing in a little entertainment to watch on an unused player & screen. Followed by somebody either accidentally or “accidentally” linking the entertainment output to the over-the-air transmission input.
Damn! Why doesn’t somebody here in Tucson do that?
That’s got to cost some money in FCC fines.
