There’s a (probably short-term) new detective in the NYPD Blue squad – the screwup who gets bounced from precinct to precinct because he’s hopeless but his uncle is Somebody. The actor seems very familiar, but I don’t know from where, and I was unable to figure out who he was from the credits.

When I first saw him I thought it was the guy who played Paris(?) on Star Trek: Voyager. Turns out I was wrong. Scott Williams Winters

That’s exactly who my hubby took him for! But I knew Paris was played by Robert Duncan McNeill, and that name certainly wasn’t in the credits. And, besides, the voice match wasn’t there.
But I’m guessing that the resemblance is what was causing that false feeling of familiarity, so thanks!
His biggest role was playing Cyril O’Reilly on HBO’s Oz, though it seems unlikely that you would recognize him from that since Cyril always talked like a six year old and had really long hair.
I too thought it might be Robert Duncan MacNeil before I checked the credits, so at least y’all are not alone.

Yep his biggest role was Cyril on Oz. You may also remember him as the “How do you like them apples” guy in Good Will Hunting.
